l\;=2 {\cm}=2 × 10^{-2} {\m}

τ\;=p E sin \;θ \;\; \;\; [p=q l]

∴

τ\;=q I {\E} sin \;θ \;\;

Or,

q\;=\;{τ}/{l E sin \;θ}

Or,

q\;=\;{8 × 10^{-3}}/{2 × 10^{-2} × 2 × 10^5 × sin \;30^{∘}}
